About Us

Practical Health Systems, Inc. was founded in January 2000 to provide specialized software for the human services industry. PHS has been the industry's pioneer in providing subscription-based applications via the Internet to service providers and state and county government officials. Because federal and state governments provide most of the funding for service providers, these service providers are faced with ever increasing administrative costs associated with information tracking and reporting. PHS has worked with service providers and government officials in order to understand their needs and has developed the InfoServ DD system specifically to help reduce their administrative costs and time. With the InfoServ DD software, users will be able to dedicate more resources to their core competency--caring for individuals with developmental disabilities. PHS has a management team of seasoned information technology executives. The management team has decades of experience in enterprise application development, marketing, and management.

Management Team

The PHS management team has over 60 years of combined experience in the information technology industry. Each member of the management team has experience providing application system support to service providers, healthcare organizations, and/or state government. The team has experience with hiring and managing technical staff and managing or supporting application software development projects utilizing a wide variety of technologies. The management team has over 20 years of experience working together and carries the continuity of this relationship into the business of Practical Health Systems.

Lynn G. Johnston

President and Chief Executive Officer

Lynn G. Johnston is co-founder of Practical Health Systems, which became a C corporation in April 2000. In May 2000, the board of directors appointed Mr. Johnston to the position of President and CEO. He was also named Chairman of the Board of Directors. Prior to founding Practical Health Systems, Mr. Johnston was co-founder, Chairman and Chief Executive Officer of Integrated Technology Solutions, Inc. (ITS) of Nashville, TN, a network and telecommunication company. Clients include Columbia/HCA, NCR, and Cisco Systems. Mr. Johnston was Vice President of Professional Services and Director for the Nashville region of SCB Computer Technology, Inc. During his fourteen years in State government with the company, he was responsible for generating more than $160 million in revenue, and in the first quarter of 2000, secured a three-year contract valued at $45 million. He negotiated business partnerships, alliances and agreements with MCI/WorldCom, NCR, Microsoft, Adelphia Communications, Cisco Systems, View Tech, and Accord Video.

Joe Fleeman

Chief Information Officer

Joe Fleeman is a co-founder of PHS and has worked in the information technology industry for over 30 years. Prior to co-founding PHS, he served as a group leader with SCB Computer Technology and was instrumental in developing the State of Tennessee's client and billing tracking system for the Department of Mental Health and Intellectual Disabilities. He designed and implemented the InfoServDD system and is the current CIO for Practical Health Systems, Inc.
Mr. Fleeman has developed systems for Wal-Mart Stores, Inc. and Sam's Club, for the State of Arkansas' Health Department and Treasury, and for the State of Kentucky.
He owned his own consulting business and created medical and dental software, point of sale software, modified accounting packages, and created hundreds of other applications for small to mid-sized businesses. Joe is a graduate of the University of Arkansas with a degree in Management of Information Systems.

Our investments in new technologies, in knowledge sharing and in human resources provide our customers with the ability to access information faster to improve services to their clients and to build value for stakeholders.

PHS has developed an Internet application for service providers of the developmentally disabled that will reduce the administrative time and costs associated with tracking and reporting client services, financial information, federal and state requirements, employee training, and more.
